Tier 1 Legendary are obtained with Void Shards, which are gained through Void Shard Missions.
To purchase armor pieces you must seek out "a Mysterious Quellthulian" <Shard Armor Merchant> in the Moors of Ykesha at the Dropship Landing Zone.
Pieces can also be crafted by a level 70 artisan after scribing Far Seas Strategic Pricing Manual, Volume I (purchased from Koros Splinterlimb in the Isle of Mara for 5 Far Seas Trading Company Tokens)
Tier 1 Legendary gear is able to be upgraded to Tier 2 Legendary gear.
Tier 1 consists of 12 sets: one for each class pair, and 4 generic sets.
*Note:Vengeful Assault can not be crafted and must be purchased.
