Once all cloaks are received you can visit the merchant in Freeport or Qeynos to receive your cloak.
On TLE servers, you must visit Rastcallion on live servers and then collect the reward on TLE servers.
Visit Rastcallion at all his 7 locations to receive a “cloak”

Jarsath Wastes ( -783, 256, 1277 )- enter underwater cave ( -716, -77, 1416 ) go towards the entrance of Deep Chelsith so that you can fly then fly up through the hole in the cave.
Once all cloaks are received you can visit the merchant in Freeport or Qeynos to receive your cloak.
